JTL reacts to Chancellor’s Spring Statement

JTL’s Chief Executive, Chris Claydon, has broadly welcomed the Chancellor’s Spring Statement and this week’s announcements about construction skills and apprenticeships, sharing his thoughts about why skills drive economic growth.

The Chancellor, Rt Hon Rachel Reeves MP, delivered her Spring Statement to the House of Commons on 26 March, coming ahead of the Government’s three-year Spending Review settlement in early June and a Budget planned for the Autumn. The Spring Statement focused on the economic update from the Office for Budget Responsibility (OBR) and the Chancellor’s focus on meeting the fiscal rules that have been set.

Amid the challenging fiscal backdrop, JTL is pleased that the Government is recognising the significant workforce expansion needed to deliver house-building, infrastructure projects and net zero. The Chancellor has been clear on the need for more highly skilled technical trade workers, including electricians and plumbers, to deliver on these commitments.

The Government is bringing forward a series of apprenticeship reforms and employer support initiatives, JTL looks forward to hearing more and in particular about how Independent Training Providers (ITPs) will be able to play their part.

“JTL welcomes the Chancellor’s focus on skills and recognition that skilled trade workers – like electricians and plumbers – are vital to the UK’s infrastructure and housing plans.

Apprenticeships are key. But success means more completions, not just starts, and meaningful routes into long-term skilled jobs. As we move towards net zero, apprenticeship funding must keep pace with evolving industry demands and training must reflect new technologies and employer needs. Many of JTL’s partner employers are under significant pressure, but it’s crucial that businesses stay the course and develop apprentice talent.

The Government has announced a £600 million investment to train up to 60,000 additional skilled construction workers by 2029, tackling sector-wide skills shortages and supporting the delivery of 1.5 million homes. The funding will expand training opportunities through new Technical Excellence Colleges, Skills Bootcamps, and apprenticeships, while also encouraging industry-experienced professionals to train and inspire the next generation.
